The following update is based on reports filed in Barnstable District Court by a Yarmouth Police Patrolman and a Massachusetts State Trooper.
According to a report filed by Patrolman Jefferson Willis of the Yarmouth Police Department, on July 20, 2025, at around 8:45 p.m., he was conducting surveillance on a suspicious Jeep parked at a gas station on Station Ave in South Yarmouth. The Jeep was occupied by two individuals. It was not running, and the lights were turned off, parked in a spot farthest away from the door to the business.
A short time later, a gray Mercedes sedan pulled into the gas station and parked at one of the gas pumps. The occupants of the Jeep exited the vehicle and met with an individual from the Mercedes, briefly conducting “some sort of interaction.” Patrolman Willis reported the behavior to be suspicious, stating, “This behavior is consistent through my training and experience with a narcotics transaction. I further did not observe anyone put gas inside the Mercedes although they were pulled into a pump, and I never observed anyone enter the store.”
Both vehicles exited the gas station parking lot. Patrolman Willis reportedly followed the Mercedes as it drove east on Whites Path before entering the Sea Dog parking lot. The Mercedes remained parked for about a minute before it looped around and back onto Station Ave, traveling north toward the Mid-Cape Highway. Patrolman Willis reportedly followed the Mercedes as it merged onto Route 6 westbound. Patrolman Willis then reportedly contacted and requested assistance from a Massachusetts State Trooper working in the area. Patrolman Willis reportedly kept an eye on the Mercedes as it exited the highway onto Willow Street, traveling south toward downtown Hyannis…
The following are parts of a narrative report filed in Barnstable District Court by Trooper Kas-Wayne Samuels of the Massachusetts State Police; Trooper Samuels is currently assigned to the state police barracks in South Yarmouth:
“At approximately 2147 hours, I was informed by Officer Willis of the Yarmouth Police Department that a 2017 gray Mercedes-Benz bearing Massachusetts registration 6GFK98 was possibly involved in narcotics activity […]
I then observed the same vehicle traveling past my location [at] Route 28 and Yarmouth Road. I noticed all four windows had excessive tint. I entered the travel lane and initiated a traffic stop by activating my cruiser’s emergency overhead blue lights in the area of 80 Yarmouth Road.”
Trooper Samuels identified the driver as Lisianna Carter, age 20. A computer query revealed Carter had an active warrant out of Quincy District Court for Larceny From a Building. And a tint meter reportedly revealed the driver’s side front window at 30%, and the driver’s side rear window at 20%.
Trooper Samuels notes that there were two other occupants inside the Mercedes. Damin Cox-Bush, age 34, was noted as being the front passenger. Another male, age 33, was noted as being the rear driver’s side passenger. During the stop, both male passengers reportedly became agitated as the trooper asked basic questions to the driver. Both passengers reportedly directed answers to the driver, eventually stating they were coming from Boston and heading to Hyannis… and at no point acknowledging being in Yarmouth. Trooper Samuel’s report continues as follows:
“As the stop progressed, both passengers’ behavior escalated. They began yelling at me, stating that the stop was unjustified. They claimed the vehicle was rented from a friend and passed me a phone with a male on the line who claimed to be the vehicle’s owner and stated the windows were 35%. I re-tested the windows and showed all occupants the tint meter readings.
[…] I then informed all parties that CARTER had an active warrant and would be placed under arrest.
After handcuffing CARTER (hands properly secured behind her back), I escorted her to cruiser #1074. I then asked the remaining occupants to exit the vehicle. […]
Officer Willis asked COX-BUSH to exit the vehicle. Upon exiting, Officer Willis asked for permission to pat frisk him, to which COX-BUSH responded, “Yes, sir.” As COX-BUSH turned to face the vehicle for the frisk, Officer Willis yelled, “Stop pulling away!” I observed COX-BUSH attempting to flee while clutching his pants near the waistband area.
With assistance from Officer Willis and additional Barnstable officers, COX-BUSH was quickly subdued and handcuffed on the ground. Due to the attempted flight, we checked his waistband and pockets. A large bulge in his front pocket was found to contain a gray bag with several plastic baggies. Inside were:

- A large Ziploc bag containing a white powdery substance, consistent with cocaine, weighing approximately 120.55g (non-calibrated scale). TruNarc test confirmed it was cocaine.
- A medium-sized baggie containing a brown powdery substance, consistent with fentanyl, weighing approximately 54.23g. TruNarc test confirmed fentanyl.
- A small plastic bag containing a white, rock-like substance. TruNarc test confirmed it to be [10.01g of Xylazine].”

Both Carter and Cox-Bush were transported to the state police barracks in South Yarmouth for booking. Bail was set at $30,000 for Cox-Bush, and $5,000 for Carter. Both parties were unable to make bail. Both were checked out at Cape Cod Hospital for medical issues unrelated to their arrests. Both were discharged from Cape Cod Hospital and transported to the Barnstable House of Correction.
Their final charges are as follows:
Lisianna Carter, age 20, was arrested on an active warrant out of Quincy District Court for Larceny From a Building, and also issued a citation for a motor vehicle offense.
Damien A. Cox-Bush, age 34, of Brockton, was arrested and charged with Trafficking in Cocaine (Over 100g, Under 200g), Trafficking in Fentanyl (Over 10g), and Possession with Intent to Distribute a Class E Substance (Xylazine).

INITIAL HN REPORT & VIDEO:

HYANNIS, MASSACHUSETTS – [HN VIDEO NOTES] – HN was out of range and unable to hear the initial radio traffic, but sources on scene indicated there had been a scuffle after a passenger attempted to flee a traffic stop on Yarmouth Road Sunday evening.
As you will see and hear in the following HN Video, at around 9:30 p.m. last evening, Barnstable Police patrol officers and at least one patrolman from the Yarmouth Police Department stopped to assist a Massachusetts State Trooper with a traffic stop in the vicinity of 80 Yarmouth Road. The trooper can be heard confirming an arrest warrant for the adult female driver. (There were no available official details on the driver and the warrant at the time of this report.) The female driver was reportedly arrested on the warrant and eventually transported back to the state police barracks in South Yarmouth for booking, sources say.
At some point during the stop, an adult male passenger was taken into custody after some type of scuffle related to him allegedly attempting to run away, sources say. (There were no official details available regarding the arrest of the passenger at the time of this report.) However, a source told HN that an investigation related to the passenger led to at least one “drug trafficking” charge… and another source indicated the arrest involved a substantial quantity of drugs (cocaine and Fentanyl were allegedly recovered during the stop… along with one other type of narcotic… developing) … but again, official details regarding the exact quantity and types of alleged drugs, along with additional details regarding the arrest have not yet been officially released.
A third occupant of the vehicle was initially detained but eventually released from custody…
HN Note: According to a Yarmouth FD radio transmission at the time of this report – approximately 3:00 a.m. – a “second ambulance” was requested to respond to the state police barracks in South Yarmouth for an unspecified reason. It’s uncertain whether the two ambulances dispatched to the barracks are related to this particular case or not… but it’s a strong possibility that HN is looking into. UPDATE: A source tells HN that the ambulances were for the adult male and adult female arrested during the aforementioned traffic stop… developing.
HN is the process of requesting the official details related to last evening’s arrests from the Massachusetts State Police media relations division. HN is also attempting to obtain copies of the arrest reports and will provide official updates as soon as they become available. Check back for updated details…
HN was deep inside the many maze-like walls of Cape Cod Hospital at the time of the aforementioned call and an HN scanner assigned to the state police was unable to receive the usual amount of radio traffic. However, the following HN Video contains some of the radio traffic related to this call. It also contains footage of troopers and police officers searching the involved Mercedes that was stopped on Yarmouth Road. The footage appears to show officers seizing evidence from the trunk of the Mercedes. [DEVELOPING]

Above: A young man was evaluated and released by Hyannis Rescue after being hit in the head during Sunday evening’s brawl. Police were able to quickly restore peace… and once the above arrest was made, they did not need to return to the neighborhood for the remainder of the evening. “Mission accomplished!”
