BARNSTABLE – The Barnstable Patrolman who was injured in Sunday morning’s fatal pedestrian accident was fresh out of the academy and had only been working “solo” on the streets of Barnstable for approximately 6 months.
According to an October 7th, 2016 BPD press release, Patrolman David Heise was one of eight of Barnstable’s most recent patrol recruits to graduate after twenty-four weeks at the Plymouth Police Academy. Recruit David Heise was sworn-in as a Barnstable Police Officer on October 7th, 2016.
After being sworn-in, Patrolman Heise worked in a tandem patrol unit with an experienced officer for three months prior to being cleared for solo patrol.
Patrolman David Heise is a United States Army combat veteran who served in Iraq and multiple tours in Afghanistan.
Patrolman Heise is also a member of the Army National Guard.
Patrolman Heise resides in Hyannis with his wife and two children, according to the October 7th press release.
In recent months, HN observed Patrolman Heise showing an exceptional amount of initiative and hustle during his short time on the streets of Hyannis. I didn’t know him personally, but was impressed by everything I had seen…
… I observe a lot of police officers in various phases of their careers and from my perspective, Patrolman Heise was off to a strong start.
The latest information is that Patrolman Heise is out of the hospital and resting at home… and has been reaching out to friends, which is always a good sign.
As for the pedestrian who was killed, his friends have been reaching out to HN. I’ve been told he moved to the United States from Ecuador, and has been residing on Cape Cod for about a year. Police have not yet released his name (very likely because they are still trying to communicate with his family). HN will provide more details on the victim as they are either released or become available.
So far police have confirmed that on Sunday May 28, 2017, at approximately 1:55AM, two Barnstable Police patrol cruisers were dispatched to a report of a disturbance involving a woman screaming on Danvers Way in Hyannis. (A call which would normally require an expedited response, with lights and sirens… )
Patrolman Heise was working solo in marked Barnstable cruiser “E-231.” He was driving east on Route 28 with all emergency lights and sirens activated.
Shortly after passing through the intersection with Phinney’s Lane, another vehicle also traveling east pulled to the right side of the road to allow Patrolman Heise to pass.
As the cruiser passed by the vehicle, it suddenly struck a pedestrian standing in the middle of the road. At this time, it’s unknown why the pedestrian was in the middle of the road.
According to a BPD press release, several witnesses gave statements that confirm the aforementioned facts.
The pedestrian was pronounced dead at the scene.
Patrolman Heise received non-life threatening injuries and was transported to Cape Cod Hospital and then to Massachusetts Eye and Ear Hospital for treatment. As previously mentioned, he is now home and resting.
Police say the pedestrian has been potentially identified, however, they are unable to release his information at this time pending positive identification and notification of his family.
The BPD crash investigation is ongoing and expected to last for several weeks.

The pedestrian killed in Sunday’s accident involving a Barnstable Police cruiser has been identified as Luis Edisson Llivicota Rocano, age 20, of Hyannis.
Edission is a citizen of the Republic of Ecuador that had been living here in the United States for
approximately two years.
The Ecuadorian Honorary Consulate in Boston is assisting his family with
returning him to Ecuador for memorial services in his home country.
