PUBLIC SAFETY ADVISORY: Man accused of exposing himself for third time…
Hyannis – Today was the third time in a month that police approached and questioned a homeless man named “Kenneth” (I’m withholding the last name because charges have not been filed).
On all three occasions, pedestrians have accused Kenneth of either masturbating or exposing his genitals. Police have been unable to bring charges since the callers have not stuck around to press charges.
A record check revealed that Kenneth has a shady past. Run-ins with the law and one instance in Pennsylvania where similar accusations were made.
I’ve spoken with Kenneth in passing. He’s friendly, easygoing, and likes dogs. Upon first impressions, he does not come across as potentially dangerous.
Kenneth comes across in a way which made it difficult for me to run this piece. But this is the third time separate individuals have very recently reported his alleged behavior and I feel a responsibility to the safety of the public… especially the young children that frequent the village green.
Kenneth can usually be found sleeping out in the open on the Hyannis Village Green. He’s a heavyset man and carries a large backpack. He also has a thick beard.
Up to this point, Kenneth has not been charged with any crimes and police are keeping their eyes on the situation.

Each time Kenneth seems to have a plausible excuse as to why someone may have accused him of indecent exposure. At the very least, Kenneth may a have problem with keeping his privates covered while in public… although reported accusations have said much worse.
Victims or observers need to stick around and meet with the responding officers if they witness inappropriate behavior. Police need to speak with you further in order to bring charges.
Please be advised: Kenneth has not been charged with a crime at this point. He has rights and should not be confronted or harassed. Kenneth is innocent until proven guilty.
However, the public needs to know about the situation for their safety.
